registry value does not exist :
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Windows\Sidebar\TurnOffSidebar

Fix

 REG ADD "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Windows\Sidebar" /f /v "TurnOffSidebar" /t REG_DWORD /d 0x1
